The Interlocal Purchasing System (TIPS) is a national purchasing cooperative administered by Region 8 Education Service Center in Pittsburg, Texas. TIPS competitively solicits and awards contracts that more than 90,000 eligible public entities — school districts, colleges and universities, cities, counties, state agencies, and nonprofits — can purchase from directly.
Because the cooperative runs the formal, competitive procurement once, member agencies buy against an awarded TIPS contract without conducting their own separate bid.
